CIS-EMO

Commonwealth of the Independent States - Elections Monitoring Organization (CIS-EMO) is registered in Russia in September 2003 as international non-government organization. Basic proclaimed purpose of organization — assistance to retention and to the development of the institute of elections on the post-Soviet space. Is for which in the regulations of organization the possibility provided:

  • To accomplish monitoring selections, for the purpose of the estimation of the degree of the observance of selective legislation and of democratic principles by participants and the organizers of selections;
  • To supervise of the motion of voting, ensuring presence in the sections of observers from the countries of the CIS;
  • To inform by accessible means the organs of power of the state, the community of the countries of the CIS about its conclusions, relative to the carried out selections;
  • To accomplish monitoring the selective legislation of the countries of the CIS for the purpose of its democratization and unification;
  • The highest council, which is formed from the representatives of the countries of the CIS, is the leading organ of organization.

The representatives today enter into the composition of the highest council: Russia, Kazakhstan, Tadzhikistan, Kyrgyzstan, Uzbekistan, the Ukraine, Moldova, Belarus, Azerbaijan. The member of the highest council is simultaneously the representative of organization for his country, which implies the presence in the representative of the possibility of mobilization in its country not less than 50 observers, or the possibility to represent organization in the media of its country. As a rule, the member of the highest council acknowledged in his country authority in the instruction or the realization of observation, that has after the arms is not less than 5 campaigns according to the observation in other countries.

The principles of the activity CIS-EMO are recognized the presence of the geopolitical interests of basic world players on the post-Soviet space. At the same time, fundamental position CIS-EMO not to become freely or involuntarily the tool of the realization of such interests. No political expediency can justify the distortion of the results of people's will. The retention of the results of the will of citizens is exceptional priority in the activity CIS-EMO.

CIS-EMO realizes that the states, entering the collaboration are the countries of developing democracy, which can be manifested both in the imperfection of selective legislation and in the practice of its application. At the same time, fundamental position CIS-EMO not to use for its estimations approaches and criterion with the correction fors «the youth» of democracy.

CIS-EMO with entire variety of the personal and political persuasions of its observers remains impartial, attempts to preserve objectivity with the realization of its mission. Fundamental position CIS-EMO not to give preferences to participants in the selective process on the basis of personal or political preferences, just as not to cause «cleanliness and the transparency of selections» by the victory of the specific candidate or party.

CIS-EMO for purposes of the retention of impartiality and objectivity of its estimations assigns on the joint activity in the observation of the elections only of public and non-government organization of the country, where selections are conducted. At the same time, fundamental position CIS-EMO not to use for its estimations the unconfirmed (is first of all documentary) information about the disturbances. Each statement about the disturbance fortifies itself either by personal evidence of observer or by appropriate report.

CIS-EMO realizes entire depth of responsibility for the quality of its estimations and recommendations regarding the improvement of selective legislation. For this very reason, fundamental position CIS-EMO not to assign on the observation of the persons with the low level of qualification and the insufficient work experience as the observer. The overwhelming majority of our observers passed special preparation, regularly study innovations in the electoral systems of the countries of the CIS and have a work experience in the appropriate quality not less than three years.

CIS-EMO considers the CIS is our overall house and they are convinced of the fact that «the guidance of order» in the house is the prerogative of its masters — citizens of the countries, entering the collaboration. Fundamental position CIS-EMO not to assume financial aid from the sources, which are located beyond the limits of the space of the CIS. CIS-EMO leaves after itself the right not to ship observers to the selections in the case of the substantiated persuasions in the fact that the fact of the presence of international observers is necessary for the inviting side exclusively for speculative purposes, and not for affirming the correspondence of the conducted selections of the standards accepted.
