The civil society is one of phenomena of the modern world, a certain ideal to which the individuals, democracies conceiving by categories, leaderships of the law, the rights and freedom of the person and the citizen aspire. The civil society represents association of people for satisfaction of the requirements out of the state.
It is possible to consider as institutes of a civil society all not state organisations: political parties, trade unions, public неправительственые the organisations, to a press etc. Certainly, it does not concern a totalitarian society where all mentioned institutes have the state character, and the civil society is changed by the state. The civil society co-operates with the state. It also forms the natural base of democracy without which last is simply impossible or inefficient.
