The local government is independent (under the responsibility and at own expense) population activity under the decision of local problems directly, or through created authorities. It is a way of practical and daily participation in a local life, possibility of our participation in the decision of local problems, that is and our participation local government. It is a way of realisation by the people of the power, proceeding from interests of local population and taking into account historical traditions.

Municipal science can not be built based on the general model. It is based on empiricism only specific data about a particular municipality, collecting and combining all the individual knowledge and experience.
