The new multipolar system is being consolidated. The main actors are the US, China, India and Russia. While the European Union is completely absent and in hiding in the framework of indications-diktats coming from Washington and London, some South American countries, particularly Venezuela, Brazil, Bolivia, Argentina and Uruguay, are showing their steady willingness to actively participate in the construction of the new world order. Russia, with its central position in the Euro-Asian land mass, its vast size and its current orientation stamped on foreign policy by the Putin-Medvedev tandem, will probably be the keystone in the new planetary structure. But to achieve this epochal function, it must overcome some internal problems: first of all, those regarding the demographic question and the modernization of the country, while on the international level it must consolidate relations with China and India and establish strategic agreements with Turkey and Japan as soon as possible. Above all, it must clarify its position in the Near and Middle East.

"On May, 8th Europe celebrates a victory over nazism, but, colleagues, at me for you unpleasant news!
On March, 16th this year in Latvia, from the silent consent of the authorities, veterans of Vaffen-Ss walked about across Riga with flags and celebrated day of the basis of the Latvian legion. 20 years we, opposition, can do nothing with it! Heads of the European states pretend that occurs nothing. The Latvian retaliatory battalions СС have destroyed 130 villages and have killed more than 150 000 inhabitants of Latvia, Belarus, Poland and Russia. But today them remember in Latvia as heroes. Timid silence in the countries of the European Union is a crime against millions people which were lost during the Second World War."

CIS-EMO considers possibility of participation in monitoring of parliamentary elections of Venezuela – National assembly which will take place on September, 26th, 2010.
In Venezuela struggle of political parties has already begun, inviting the members and supporters to register in the register of voters, tactics which was accepted by the majority of the organisations of various directions and currents.
According to National selective council, registered 17 million 601 thousand 440 citizens, from 18 million 845 thousand 119 possible voters, by estimations of National institute of statistics.
From January, 25th till April, 30th on all country are opened more than two thousand registration centres for specification of the data and updating of lists before parliamentary elections on September, 26th where 165 deputies of National assembly will be named.
CIS-EMO will direct missions of observers to Poland, Kirghizia, Czechia and Slovakia

Commonwealth of the Independent States - Election Monitoring Organization CIS-EMO will send missions of the international observers on presidential election in Poland which will pass on June, 20th, and also on the Constitutional referendum in Kirghizia on June, 27th. Besides it, missions of the international observers will be directed on parliamentary elections in Slovakia and Czech Republic in June 2010.

Centre "Quorum" presents condolences to citizens of Poland and relatives of victims. With a deep shock we have apprehended the message about occured tragedies - destructions in an air crash near Smolensk the President of Republic Poland Leha Kachinsky and his wives, the members of numerous Polish delegation going on mourning actions in Katyni. We divide grief and mourning of Poland.
The international observers remained are happy with quality of the spent elections

In uniform day of voting on March, 14th in subjects of the Russian Federation passes more than six thousand elections of different levels, including in regional parliaments of eight subjects of federation - Sverdlovsk, Kurgan, Ryazan, Kaluga and Voronezh areas, and also in Khabarovsk territory, Republic Altai and Yamal-Nenets autonomous region.
Deputies of EuroParliament and the international experts invited by the Center of monitoring of democratic processes "Quorum" observe of elections in the Ryazan and Voronezh regional Dumas.
The president of the European Center of the geopolitical analysis of Mateusz Piskorski, being on a visit in the Ryazan region, remained is happy with level of carrying out and atmosphere of elections.

Foreign observers who watched a course of elections in uniform day of voting on March, 14th, have not fixed gross infringements. The group into which deputies of EuroParliament both the Polish Diet and German journalists entered, has visited the Ryazan, Kaluga and Voronezh areas.
«The result of elections in good sense has surprised me», - the deputy of EuroParliament from Latvia Alexander Mirsky shares impressions. As he said, the Russian electoral system sufficiently the competitive: there are 6 parties, and the representative of each party has possibility to express. «In Russia any party can take advantage of a platform of the state mass-media, in Latvia it is not present – parties can use only the paid media resource, only after will raise on it money», - has told Mirsky. In its opinion, it is very good practice.
The Mirsky has told what to take part in elections as its observer has forced the statement of some legal experts from a society "Memorial" that in Russia there are no fair elections. However, as he said, elections in Ryazan have shown that it not so. «If elections so occur in all territory Russia any «Memorials» cannot tell about them non-legitimacy», - has declared Mirsky.

The European politicians who have arrived to Russia for Uniform day of voting as the international observers under the invitation of the Center of monitoring of democratic processes "Quorum", have met the Chairman of Committee of the State Duma on the international affairs by Konstantin Kosachevym.
The special attention has been given the polsko-Russian relations.
Mister Kosachev has stated the point of view that it is not necessary to direct attention to stories.
«Personally my relation both to tragedy in Katyni, and to Stalin – negative. But I do not agree, when Stalin compare to Hitler and put them in one number», - mister Kosachev has told.

By the invitation of the Center of monitoring of democratic processes "Quorum" the commission of experts from Europe has visited elections of deputies of the Ryazan regional Duma of the fifth convocation.
Among the invited experts: the deputy of the European Parliament Alexander Mirsky, the president of the European centre of the geopolitical analysis of Mateusz Piskorski, Polish Sejm Roman Kovalski the deputies and Agneshka Gurska.
Foreign visitors have visited staffs of parties Fair Russia and the Just cause, and also four polling districts, on three of which the experimental automated systems are established. The European experts have familiarised with system of electronic voting.

In territory of the Voronezh region on March, 14th, 2010 there passes 601 election campaign in municipal areas of area, city districts the city of Voronezh and a city a Novovoronezh, Borisoglebsky city district. As a whole it is necessary to select in public 157 heads of rural and city settlements, over 4000 deputies, including 56 deputies of the Voronezh regional Duma of the fifth convocation and 36 deputies of the Voronezh municipal duma of the third convocation.
By the invitation from the Center of monitoring of democratic processes "Quorum" the Voronezh region the deputy of the European Parliament of John Senishin and the journalist of the German newspaper "Junge Welt" have visited Rainer Rupp.
The European experts have met the chairman of Election committee of the Voronezh region Vladimir Seljanin, have visited some polling districts and have made visits to staffs of political parties.
