Centre for Monitoring Democratic Processes «Quorum»

January 28th, 2009. The international conference «Public institutes in elective process. The control and assistance» has taken place in Public chamber of the Russian Federation. Conference has been organised at the initiative of Association of the noncommercial organisations on protection of suffrages «Civil control» at active participation of the Center of Monitoring of Democratic Processes "Quorum".

Leading experts have taken part In conference in the field of the suffrage and process, representatives of the Russian and foreign human rights organisations, journalists, political scientists. As visitors of action before participants representatives of the European Parliament and also operating deputies of parliament of France have acted invited by the Center of Monitoring of Democratic Processes "Quorum".

During plenary session before participants have acted: The chairman of the Central Electoral Committee of Russia Vladimir Tshurov, the assistant to the Secretary of Public chamber Sergey Katyrin, and also the deputy of European Parliament Guilietto Chiesa, the deputy of the French National Assembly Tierry Mariani and the ex-deputy of the European Parliament, the leader European "greens", the head of office "Greenpeace" in Bruxelles Frank Schwalba-Hoth.

As the chairman of presidium and leading plenary session the organizer of action – the co-chairman of Association of the noncommercial organisations on protection of suffrages "Civil control" Vladimir Evgenevich Koptev-Dvornikov has acted.

Upon the plenary session was finished, participants of conference among whom there were representatives of regions of Russia, state and law enforcement bodies, students, heads of municipal election committees, have continued work in four thematic sections:

Section №2 «Technique of an estimation of efficiency of an electoral system»

Section №3 «The International cooperation in the field of public control over elections»

Section №4 «Counteraction to infringements of suffrages of citizens»
