On February, 21st in the world the International day of a native language proclaimed in 1999 at the initiative of UNESCO is celebrated. In Ukraine its celebrating has begun in 2002 when the president of Ukraine has signed the corresponding Decree. According to Koitiro Matsuury, the general director of UNESCO, now in the world exists 6 thousand languages and all of them admit equal as everyone is a live heritage which should be preserved. There are six languages which are recognised by the world community as planetary. These are languages of office-work of the United Nations - Chinese, English, Spanish, Arabian, Russian, French On the threshold of this holiday on Friday on February, 19th in Kiev has passed a round table on a theme: "My native language - Russian" in which have accepted participations representatives of the non-governmental organisations, scientists, journalists.

The question stood the basic problem discussed on a round table, how to provide the right of the Russian-speaking population of Ukraine to use a native language in all spheres of a public life. Under the various data, about 50 % of inhabitants of Ukraine talk in Russian. Russian as language of intrafamily dialogue use still большее quantity of citizens of the state Ukraine. And it not only ethnic Russian.

As the candidate of historical sciences, journalist Andrey Ganzha has noted, the Russian-Ukrainian language problem in Ukraine is homogeneous, fostered by process of the state development in territories of modern Ukraine. It is not introduced from the outside. To forbid the citizen of Ukraine initially, on a birth, to own one of planetary languages is a crime of the state Ukraine before the citizen. As, from the point of view of history, it is its native language.

For representatives of the Odessa non-governmental organisations participating in a round table, is blasphemy when known Odessa writers, such as Ilf and Petrov, Kataev, Ahmatova are studied in Ukraine as foreign authors. If they foreign authors then also all inhabitants of Odessa - too foreigners in Ukraine, known Odessa artist-caricaturist Victor Dzhevaga has noted.

As the representative of the International institute of the newest states in Ukraine has noted Igor Kaminnik, it is necessary to take away a theme of protection of the rights of the Russian-speaking population of Ukraine at маргинальных and political forces having little education and to take out a problem "Russian legalisations" in Ukraine for wide public discussion. This problem is too important what to solve it in a package with problems of the NATO, eurointegration and other what its western neighbours have refused for a long time to Ukraine.

The question on participation of Russian-speaking citizens of Ukraine in population census which under the law should pass in 2011 became the important theme of discussion on a round table also. Disputable results of population census of 2001 by which results in Ukraine number only ethnic Russian was reduced, and number of ethnic Ukrainians has exceeded 70 %, have given the grounds to nationalist forces to assert that Ukraine - the monoethnic state, as Germany in 1933-1945.

As Svetlana Kuprjashkina-MakGill, the representative of Russian diaspora in Ukraine has noted the journalist, nationalists try to begin all with a blank leaf, disregarding the richest history of these earths with various ethnic traditions. Yushchenko collected monuments of times of a neolith, but tried to etch completely the Soviet period which became the basis for creation of modern Ukraine in its present borders.

As participants of the round table have noted, on a mandate Maidan on destruction of Russian-speaking culture and Russian nobody gave to the leaving authorities. The leaders of the Maidan who has come to power, should struggle with corruption and advance Ukraine to Europe. For it they were supported by a Russian-speaking part of Ukraine. Without its support there would be no most "an orange revolution". But, as it has appeared, to struggle with Russian more comfortably, than with corruption, i.e. with itself. By results of a round table creation всеукраинского social movement "Native language" will be initiated, the reference of the non-governmental organisations in the Supreme Rada of Ukraine, to the new President of Ukraine prepares, in the new Cabinet of Ukraine with the request to cancel the decisions of the former governments discriminating the Russian-speaking population of Ukraine. In circulation to deputies ВР also it will be told about inadmissibility to cancel norms of the Constitution of Ukraine not through the decision of the constitutional majority in 300 deputies, and through the disputable decision of the Constitutional court of Ukraine from giving of 40 deputies. So happens with almost cancellation of article 10 of the Constitution of Ukraine.
