Centre for Monitoring Democratic Processes «Quorum»

By the invitation of the Center of monitoring of democratic processes "Quorum" the commission of experts from Europe has visited elections of deputies of the Ryazan regional Duma of the fifth convocation.

Among the invited experts: the deputy of the European Parliament Alexander Mirsky, the president of the European centre of the geopolitical analysis of Mateusz Piskorski, Polish Sejm Roman Kovalski the deputies and Agneshka Gurska.

Foreign visitors have visited staffs of parties Fair Russia and the Just cause, and also four polling districts, on three of which the experimental automated systems are established. The European experts have familiarised with system of electronic voting.

The state automated system "Elections" represents a multilevel network of complexes of means of automation and corresponds to scale and structure of an electoral system of the Russian Federation. ГАС "Elections" 83 subjects of the Russian Federation cover, 2747 territorial election committees. The system is capable to process within twelve hours all arriving reports on all election campaigns.

Today, on March, 14th, in the Ryazan region on polling districts programmno-means have been established.

To Wick 1068 (Ryazan, Lenin's street, д. 45а) the modernised complexes of processing of ballots (КОИБ) and a pre-production model of the automated workplace of local election committee with application of the electronic digital signature (an automated workplace Wick) have been established. Working off of technology of transfer of legally significant electronic report in territorial election committee of the Soviet area of Ryazan and the Central Electoral Committee of Russia is carried out on the satellite communication channel.

To Wick 1051 (Ryazan, Lenin's street, д. 1/70) the complex for electronic voting and a pre-production model of an automated workplace Wick is established. Working off of transfer of the electronic report will be carried out by means of a mobile radio telephone communication network of standard GSM. To Wick 1057 working off of transfer of the report will be carried out with use of a telephone system of the general using.

Also on all three sites video observation chambers are established. The received video data are broadcast on special page of a site of Election committee of the Ryazan region (ИКРО) in a network the Internet, and also on screens in information centres IKRO and the Central Electoral Committee of the Russian Federation.

Automation of electoral systems pursues the purpose to provide the maximum transparency of selective process, operative informing of voters on a voting course, increase in speed of calculation of bulletins, an exception of the human factor and errors at calculation, maintenance of accuracy of leading of results. At present all steps of an electoral system (the Central Electoral Committee, ИКСРФ, the TIC), except Wick are automated, but in the long term given system will be introduced on all country and at all levels of an electoral system.

The centre of monitoring of democratic processes "Quorum" informs that elections pass in the quiet conditions, any significant infringements has not been fixed.

Foreign experts have appeared are rather happy with quality of the organisation of elections, having approved experiment on electronic voting.
