Election monitoring in Abkhazia

On 12 of December, 2009 in 8 am was starting the presidential elections of Abkhazia – the first in the country after the international recognition have begun. 174 election committees have been opened, the right to voting had 127 thousand citizens of Abkhazia. It has not been registered any gross infringement of the law on elections. The situation in Suhum remained quiet throughout all day of voting.

 

For a post of the president of republic Abkhazia five, including the present president of republic Sergey Bagapsh competed. Among its competitors the former vice-president and prime minister Raul Hadzhimba, the director of Abkhazian Sea Shipping company Zaur Ardzinba, the doctor of philosophy Vitaly Bganba, and also the known businessman Beslan Butba, the owner of the Abaza TV.

The Central Electoral Committee of Ukraine has registered 246 international observers from CIS-EMO

The central election committee of Ukraine has registered more than thousand international observers behind presidential election in Ukraine. Total number of representatives of the different countries and the international organisations which will watch a course of elections, has already reached 2688.

On the 10th of December, 2009, at 16.00 has taken place the conference «ARE WE VOTING FOR DEMOCRACY?» in Berlin . The conference was organized by Russian non-governmental organisations, members of association «Civil control» - «The European Club of Professionals» and CMDP "Quorum", with assistance of party «Die Linke» (Germany).

Centre "Quorum" takes part in the international conference “The Modern State and Global Security” in Yaroslavl

The "Quorum", Centre for Monitoring Democratic Processes, takes active part in the international conference "The Modern State and Global Security", passing under the aegis of the President of the Russian Federation Dmitry Medvedev which has begun the work today, on September, 14th, in Yaroslavl.

Near 550 scientists from 18 counties, economists and politicians will take part in the Conference, including the prime minister of Spain José Luis Rodriguez Zapatero and the prime minister of France François Fillon. There is in the list of participants of forthcoming conference the former Italian prime minister Romano Prodi, the head of the French institute of the international relations of Thierry de Monbrial, the vice-premier and the Minister for Foreign Affairs of China Tang Jiaxuan and others.

Russia will be represented by known politicians, public and statesmen: the President of the Russian Federation Dmitry Medvedev, the head of presidential administration Sergey Naryshkin, the first deputy of the Head of Presidential Administration of Russia Vladislav Surkov, the director of the "Quorum" Center for Monitoring Democratic Processes, Alexey Kochetkov, the director of Center "Aspect" Georgiy Fedorov, Sergey Mironov and Boris Gryzlov, Sergey Sobjanin, Sergey Lavrov, Vladimir Zhirinovsky, Gennady Zyuganov, the president of Ingushetia Junus-Bek Evkurov, governors of the Kaliningrad and Kemerovo areas Georgiy Boos and Aman Tuleyev and others.

On June, 12th being on a visit in Nagorno-Karabakh the operating director of the Russian federal news agency REGNUM Modest Kolerov and the director of the Center for Monitoring Democratic Processes "Quorum" Alexei Kochetkov have spent the round table talk in Ministry for Foreign Affairs of NKR with participation of deputies of National Meeting, a diplomatic corps of foreign policy department, representatives of the non-governmental organisations of republic.

Interests of Russia and Nagorno-Karabakh are in one line and move ahead in one direction. It was declared by the director of the Center for Monitoring Democratic Processes "Quorum" Alexei Kochetkov during a round table talk. At the same time he has noticed that in the world know about Nagorno-Karabakh and essences of the Karabakh conflict a little. As he said, Azerbaijan allocates enormous means for propagation, and any step on representation of Nagorno-Karabakh to the international community is perceived by the Azerbaijan party as threat. He has supported necessity of adjustment of communications between Russia and Nagorno-Karabakh at level of the public and the non-governmental organisations, having noted the important role of a civil society in conflict settlement.

The international observers mission over association «Civic Control» on Republic South Ossetia parliamentary elections on May, 31st, 2009

In spite of the fact that South Ossetia - the young state, it aspires to become legal the state in which democratic institutes will operate. In South Ossetia work over that the civil society and interaction here developed it was carried out not only with the Russian structures and the non-governmental organisations, but also with the similar organisations of other countries much.

During election campaign opposition parties of South Ossetia had possibility to finish the point of view to the republic population. Within the limits of preparation for elections to parliament Republic os South Ossetia (RSO) in Tskhinval the Independent public debatable club «For transparent and fair elections» from May, 25th till June, 1st has been developed. The club has been organised by the representative under human rights at president RSO David Sanakoev and association of the noncommercial organisations on protection of suffrages of citizens «Civic Control». The club «For transparent and fair elections» represented an open debatable platform in which frameworks took place round tables, briefings and interparty debate of representatives of parties, participants of forthcoming elections with participation of the international observers, representatives of the non-governmental organisations of South Ossetia and representatives of mass-media.

On May, 6th in Tskhinval has passed a round table on a theme "Dynamics of democratic institutes development in Republic of South Ossetia in the first year after a recognition of independence", organised by ombudsman of South Ossetia David Sanakoev and the Centre for monitoring democratic processes "Quorum" (Moscow). In work representatives of parliament, Presidential Administration, the republic government, experts from Tskhinval and Moscow have taken part also.

Meeting of the chairman of the Central Electoral Committee V. Churov with heads of the organisations-members of Association «Civiс control»

On April, 21st the chairman of the Central Electoral Committee Vladimir Churov has met heads of the organisations - members of Association on protection of suffrages of citizens «Civiс Сontrol».

Within the limits of informal dialogue representatives of the non-governmental organisations told about results of work of association during uniform day of voting, and about plans on the further cooperation in sphere of legal education of citizens and counteractions to infringements of the elective legislation.

April 13th, 2009. A round table on a theme "Color revolutions: yesterday, today, tomorrow" has passed in Moscow. Round table organised by the Center for Monitoring Democratic Processes "Quorum".

In action have taken part: Center of social and political researches "Aspect"; National Union of Students; International institute of the newest states; Aleksey Martynov, the political scientist and the international expert, Igor Kaminnik (Ukraine), the leading expert on problems of national and social groups; Oleg Vernik (Ukraine), the senior lecturer of chair of state law of the Kiev university of Shevchenko; Mateusz Piskorski (Poland), the doctor of political sciences, the president of the European Center of the Geopolitical Analysis; A.Chachua (Georgia), the political scientist.

Within the limits of a round table has passed discussion of recent national excitements in Republic Moldova and opposition performances in Georgia.

Presentation of the Russian know-how in the field of protection of the rights of voters in European Parliament

Last Wednesday on March, 18th in Bruxelles in the European Parliament building «the round table» on a theme of protection of suffrages has taken place. On it Russian non-profit organizations, working in sphere of the civil control over selective process, have shared with the European deputies and experts the experience received, including, during the elections which have passed recently in a number of regions of Russia.

The initiative of carrying out of similar action belongs to the «Quorum», Russian non-profit Democtatic Processes Monitoring Centre, entering into association «Civil control», 40 non-governmental organisations included an order to some extent specialising on the civil control over elections in Russia. It is a question of the public structures which are engaged not only directly monitoring of a course of voting in an election day and fixation of cases of infringement of suffrages of citizens, but also long-term supervision over election campaigns, training of observers, creation and approbation in this area of the modern technologies, capable to provide effective communication between voters, monitoring structures and organizers of elections.
